Oh dear this looks like one that I have to field.

OK for starters. You do have a Turkish keyboard installed
through the Control Panel, don't you?

I see you're using:

X-Newsreader: Microsoft Outlook Express 6.00.2800.1478

That's not the latest version. What installations of Windows
and IE do you have?

You say you're unable to type "ý" and "Ý". Are you able to
type "ð", "Ð", "þ", and "Þ"? If you can't, see if this page
helps:

Are these forms on pages on the internet? (If so, can you
give me the address of one that I can access?) Or are they
on pages that you're building yourself?

I have seen forms that restrict the characters that can be
entered into them. I don't know how it's done but it
probably has something to do with the page and form's
underlying language code among other things. I'm afraid I
can't be of much help to you with that except that I do know
that for the pages on Kanyak's Doghouse I have to have one
of the following lines near the beginning for Turkish
characters to show up right:

<content="text/html; charset=iso-8859-1">
<meta http-equiv=Content-Type content="text/html;
charset=Windows-1254">
<META HTTP-EQUIV="Content-Type" CONTENT="text/html;
charset=windows-1252">
<META HTTP-EQUIV="Content-Type" CONTENT="text/html;
charset=utf-8">
