IE Maximises each window as it is opened...
IE used to open in a minimised view (a small window opened, not minimised to
taskbar)
However recently IE has started opening to a maximised view. (Full screen)
How do I set it so that it doesnt open maximised?

First, *close all other windows*. Now, grab the corners of the window and
drag it to the size you want. Close the window using File>Close, or
File>Exit depending what program you're in. Windows will remember the last
screen size used the next time you open the program.

Thats the first thing I tried.
Didnt work.
IE still maximises.
The new windows open to the same size as the parent window.
If I open a new window from a resized window, it opens to the windows size.
If the parent window is mazimised then the child window automatically
maximizes.

No mention of "parent window" was made in your original problem description.
In that case depending on how the window is created you may have
no control over it.
There are certain stronger measures you can try taking first but be aware
that you may in the end to forced to resize the window each time (if the
launching application even allows you to do that.)
One thing that seems to help "force" new settings to persist is to hold
a Ctrl- key down when you click on the Close box of a window whose
properties you want to preserve.
Another thing which gets Windows seemingly more aware of a user's
preference for normal mode windows is the Taskbar's Cascade Windows
command. Note that you should minimize any windows you don't want
involved in the operation first.
If you are forced to resort to manual resizing the best alternative
that I have seen is Gary Smith's suggestion to make a Links item
which would allow you to quickly restore your preferred size and position.

Neat refinement! You could even create a shortcut key for that then.
