Using Windows XP pro with SP2, and Internet Explorer 6.0 128 bit version and
Norton Internet Security System . .
I cannot get to this website:
http://csep10.phys.utk.edu/astr161/lect/venus/venus.html
I get the "Page cannot be displayed" message whenever I try to. I've tried
a number of things: I've updated windows, restarted my computer several
times, opened a new browser window many times, examined my security options
under Internet options-Advanced to make sure that SSL 2.0, SSL 3.0, and TLS
1.0 are checked, disabled my Internet securty center (including firewall),
and cleared my cache and cookies. I've done almost everything I can think
of. It is this site ONLY that is giving me trouble. In addition, I've
checked on 4 other computers, and the page loads without a problem. I had
mozilla firefox installed before as well, and whenever I tried using that to
view the page, it gave me a message saying something like "connection was
refused when attempting to connect to
http://csep10.phys.utk.edu/astr161/lect/venus/venus.html" I tried
uninstalling and reinstalling mozilla and tried clearing the cache and
cookies, etc. etc. It didn't work with that browser either. Since the page
loads fine on other computers, I still think there must be something awry
with my computer, specifcially, or possibly some type of corruption with the
web browser or how windows is handling the web browsers.

Hi Amanda. I have had the same problem for about three weeks with several
websites I have always been able to access. I finally found the problem.
This actually worked! I have Windows XP SP2 and use Internet Explorer 6.0.
Here are the steps I took:
Open your IE6 properties and go to Content tab. Click on "Clear SSL State"
and click OK and Apply.
Next, click on your desktop "Start", Control Panel, and then Administrative
Tools.
Click on "Local Security Policy". Then click on Local Policies and then
Security Options. To the right you will see a list of policies. Scroll down
to "System Cryptography:Use FIPS compliant algorithims for encryption,
hashing, and signing --Doubleclick it and then set to "DISABLED" and click OK.
I then rebooted my computer just to make sure the change took place.
I am not having any problems with opening Secure sites or any others after
making this change.
If it does not work for you, you can always change the setting back to enable.

Looks like you have some blocking software in the path
(e.g. proxy server) which is denying you access to that site.
For example, that site does not have a Privacy Policy
(according to Alt-V,v). If that was a criterion deemed sufficient
to deny you access you could be getting an error message
from it, (e.g. the one that you see with FireFox.)
If you aren't seeing the same error message that you see
with another browser at the same site that could be explained
if you are using an unfortunate default in the Options, Advanced tab:
Show friendly HTTP error messages
If that option is checked try unchecking it and see if your symptom
changes. Note: I can't remember if that is another one of the
undocumented "requires restart" options or not but to test the change
thoroughly, if it doesn't have an immediate effect, at least make sure
you close all instances of IE windows and verify (e.g. using Task Manager)
that no instance of iexplore.exe remains running before deciding
that that the final test was unsuccessful.

I'd try turning off the nortons first. Then if that don't work try the IE
settings.

Hi Tinkie
I cleared my SSL state and restarted, and that didn't work. So I went to
check that option "System Cryptography:Use FIPS compliant algorithims for
encryption,
hashing, and signing in" under Local Security policies, and it turns out
that it was already disabled. :(
Any other ideas? The site is still not working. It's been a few days, so I
don't think this is a glitch that will go away on its own.

Hi Robert,
I tried your suggestion, and the same thing happened. I received the same
error message. Any other ideas on what to do?

Hi Meagain,
I think you missed part of my post. I said that I "disabled my Internet
securty center (including firewall)". Since I have Norton Internet Security
Center, that would mean that I disabled Norton.

I would trace it. Since you have XP Pro you also have its Support
Tools which has netcap in it. Then you can use Ethereal to format
that trace. Trace both the responses to IE and the firefox requests.
That will remove any question about the source of the message which
is displayed to you in each browser.
Trace the same transaction on the other computers which work
and try to see what the differences are either in the requests
or in the responses. E.g. if one machine is infected by spyware
so that the ultimate request is being redirected from the spyware site
the error message could be the university site's reaction to that.
Etc.

Hi Robert,
I'm really not sure how to do any of that. Could you help me or point me in
the right direction?
I uninstalled firefox on my computer a few days ago, thinking somehow that
would help. It didn't, and I haven't reinstalled it since.
The computer that is giving me trouble is my home computer. Two of the
others I tested on were campus computers, while the 3rd was a friend's. All
of them access the site fine except for my PC. Not sure if that helps at
all.
