Norton Internet Security/Internet Explorer connection error

I use Norton Internet Security 2005. Every once in while when I boot my
computer up, I get a message when I try opening Internet Explorer saying:
"Norton Internet Security. Rules automatically created for Windows Internet
Explorer". For some reason whenever I get this message I cannot connect to
the internet and have to reboot to fix the problem. This is a brand new
computer and I can't find a solution on the Symantec website. Does anyone
know how to fix this?

Hi,
It sounds like various programs are attempting to access the internet for
the first time and the NIS firewall is creating rules for you (Automatic
Program Control.) As you use the computer, there will be fewer of these
messages as the rules are created.

For more information, go to
http://www.symantec.com/techsupp/nis/nis_2005_tasks.html and put "rules
automatically created" (without the ") in the search box.
