No, it's *not* normal at all.

However, the issue seems to have fixed itself and it now works the way it is
supposed to.

I'm not sure what fixed it, but it went away around the time that I disabled
the "Enable third-party browser extensions" option, and then re-enabled it,
so that might have been what fixed it.
