Can the IE Favorites be changed to 'show all' in several columns rather
than scrolling through a single column?
The Windows Start Menu Programs can be adjusted to show all programs in
several columns rather than scrolling through a single column.
Can the IE Favorites be shown this way?

Don't think so. But you can create a few new empty folders and place the
majority of the favorites within the appropriate folders you just created.
