I'd like to produce CD's with self-executing slide shows
i.e. - I don't want to worry that my users have the proper
viewing software. I'd also like to annotate each slide with
text and or voice.
which software would you recommend?

You can download the free Photo Story from the site below, as well as
several sites for help on how to use it.

I checked out PhotoStory. It requires Windows Media Player
R7 or later. Is there anything out there that places
viewing/playing software on the CD with the images such that
the CD is self-loading and self-contained?

Yes. But not free. You can look at ProShow Gold.
