I also have this problem, my observations are. If I open word before
doing the copy from IE or similar it all works fine. But if I do the
copy then I paste I get this "Mobile Phone" looking bitmap. Not sure
what the problem is. I have Windows/Office 2000.

The Office clipboard clears the Windows clipboard when it's launched.
That's why opening Word before you copy/paste works as expected.

If Word came installed as part of Works Suite then the Microsoft Works
Suite Add-in for Word (COM Add-in) is known to clear the contents of the
Windows Clipboard when Word starts.

Start Word first, then copy and paste.

The following does work, I've done it myself.

Or follow the procedures here to remove the Works Suite add-in

WD The Windows Clipboard Content is Modified When Word Starts

This applies to Word 97, Word 2000, Word 2002 and Word 2003.
