As far as I can see, it is in the Registry. (Where else!)
It appears to take this form:
1) a variable with a name "My Music"
2) a value associated with that variable, containing the path string.
I would not change the name of the variable, to maintain system integrity.
You could create the directory that *you* want for the purpose, then edit
the Registry accordingly.
Do take your precautions, so that you can restore the system afterwards!

Use the "special folders'" option in TweakUI for Windows XP.
