Assigning drive letters to drives/volumes

I recently added a SATA HD, I now re-sized one volume down, and added
another(third) volume, and assigned a drive letter- H: to it. Now, the new H:
drive doesn't show in "My Computer", if I log on normally, however, it does
show if I log on as Admin. in "Safe Mode". I remember going to a window when
I first added the SATA, wher it gave me choices of availiable drive letter
assignment possibilities to choose from - ie: A:, B:, ... Z: , and as I
should have known better, i disabled those I wasn't using at that time. Now,
I need to use/enable the H: choice so Windows will recognize it as "current
user".
Can you help me re-trace my steps to return to this window, wher ei can
re-enable all the other drive letters? Thank You...

Go to run,type:diskmgmt.msc In msc,L.click on the drive,actions,all,change
drive letter path/letter.

I already created the Volume, I already added a drive letter to the same
volume - H: , and it shows in device mngr, and it shows in disk mngmt, but it
doesnt show in My Computer, if I log in as current user, which I do have
admin status.
But, if I log in as Admin, in safe mode, it Will show in My Computer, as H:
drive.
So, what am I missing? Is there something to change in Current User special
priviledges? Or something similar?

Screen Shot of both admin and user(John) in safe mode... I aint totally
crazy. Am I?

I cannot for the life of me, remember using TweakUI program before, but,
evidently, i did...for now, i am up and running with all drives listed..
I thought I was losing my mind.
