Is there a way to create a clickable icon with a web link to place on the
desktop?

Well, heck! All you have to do is right-click on a blank space on your
desktop and then select "New" and then "shortcut."
If you copy the URL from the website you want to create the link to ahead of
time, you can just paste that puppy right in there when the Shortcut box
appears!
