install developer 2000 on XP home edition

I intstalled the Office 2000 Premium word excel access OK.
but when i try to run ther developer disk, as soon as I choose the option to
install a message box headed "16 BIT WINDOWS SUBSYSTEM" says:-
"C:\WINDOWS\SYSTEM32\AUTOXEC.NT."
"The system file is not suitable for running MS-DOS and Microsoft Windows
applications. Choose "close" to terminate the application.
Any clues?
