Does Microsoft allow System Builders to make copies of the service pack CDs?
I know I can have customers order copies of the media but it would be so much
easier if I could just make them a copy of the disk. This is not usually
allowed for other versions of software but since this is just an update I
wasn't sure if this would be okay.

No.
They can download and burn it themselves.
It usually takes less than 2 weeks to receive the SP-2 CD once ordered.
