In my case, this error was caused by a flakey or older CD ROM Drive (&
cable?). Copying the WinXP cabs to the hard drive gave intermittant
errors also for probably the same reason. Trying the same operation
with a newer cdrom drive like a dvd-cdrom solved the problem.
