Owner in explore

Where in Windows XP explorer can I find the owner of a file (that is the last
person who saved) as I used to be able in Windows 2000 explorer by right
clicking the file choosing properties/advance/owner.

In Explorer, right click one of the column headers and select Owner from the list of options.

Right click on file name > Properties > Security tab > Advanced > Owner tab

By the way, the owner of a file is not necessarily the last person who saved
it.

In Windows 2000 I can Right click a file or folder go to
Properties/Security/Advance/Owner and will give me the name of last person
who saved the file.

You can do the same in XP, if you have Simple File Sharing turned off. However, the "owner" is not the person that last saved the file. The file can be owned by one user and manipulated by other users, if they have the appropriate permissions. By default, all files are owned by the Administrator, or the Administrators group.
