You do not have permission to change your password

We are getting a corporate wide issue with password changes. When the
user logs in and is told to change their password, after completing the
form they get the message:

"You do not have permission to change your password."

If they log in, choose no to change their password, and then
CNTL-ALT-Delete and change it their, there are no issues.

I have added debugging for netlogon process and found the following
withint the passwd.log:

"05/24 11:17:48 Attempting password change server/domain -my_domain-
for user testuser
05/24 11:17:48 SamChangePasswordUser2 on machine \\XXX for user
testuser returned 0xc0000022"

Does anyone know what the 0xc0000022 means?
