If you have not already resolved this, this solution suggested at a
couple of sites worked for me -

Reenable, or enable the Microsoft HTA (Hypertext application)
facility.

HTA permits active content on web pages and is recognized as very
insecure, since it permits those web pages to run as applications on
your machine. Many machines have disabled HTA as a result, some using
a security application called "HTA Stop". Others have removed the file
association for the .hta file type so it is unassociated.

In any case, the User Accounts module of the Control Panel apparently
requires that the HTA facility be running - reestablishing the file
association and using HTA Stop to restart HTA fixed my problem, which
was apparently identical to yours.
