I can´t see recycle bin

It just disappear from my desktop.
Plus some icons, especially those that are part of the system, like folders,
saved links ( I think the icons that come inside the file shell32.dll) have a
shadow of the color of the desktop, and all the names are in a box of this
color (win9x style). I can´t change this in the settings or display
properties, does the register have to do something with this? how can I get
it right in a reasonable way?

This behavior occurs if the Show Desktop Icons feature is turned off.
1. Right-click the desktop.
2. Point to Arrange Icons By and then click Show Desktop Icons.

To add the My Computer, My Network Places, Internet Explorer, and My Documents icons
back to your desktop:
1. Right-click the desktop, and then click Properties.
2. On the Desktop tab, click Customize Desktop.
3. Under Desktop icons, click to select the check boxes of the icons you want to
view.
4. Click OK two times.

Icons - Transparent
Click on the Start button
Select Control Panel
Then select Performance and Maintenance/Adjust Visual Effects/"Use drop shadows for
icon labels on the Desktop".
Classic – Control Panel/System/Advanced/Performance/Settings
If this still doesn't do the trick, right-click the desktop, point to Arrange Icons
By and make sure that Lock Web Items on Desktop is un-checked
