I can ping local host.
Norton/Windows Firewall is disabled.
Norton Antivirus is disabled.
I can traverse the internet without problem.
Web service is running.
I cannot access IIS from Administrative Tools (I get an hour glass cursor
for about 2 seconds and it disappears - mmc is listed in task manager
processes for each instance of invocation) or from Computer Management, which
hangs with a hour glass.
Visual Studio .NET 2003 hangs with an hour glass when I try to create an
ASP.NET project connected to localhost.

HELP!
