RPC Server is unavailable

I have a Windows XP Pro SP2 machine that I am trying to join to a NT 4.0
Domain. When I try to join the domain after I type the username and
password of the administrator account I get the following error "RPC server
is unavailable. If I look in Server manager on the server it does create a
computer account there but Iit does not let me join from the machine. I can
ping the server by the server name so DNS is working. I can connect to
shares on the server by typing the unc from the run prompt and then supplying
the credintials. I can join the domain with other PC's with no problem. It
is isolated to this one. I reloaded the OS (clean install). I also found
articles about 2 settings in the local security policy about requiring strong
session key and sign secure channel. None of these helped. Is there
anything else I can try?
