Networking works in SAVE mode but not in NORMAL mode

Networking of my PC works fine in SAFE mode but not in NORMAL mode. I
can not see the router's setup screen or see any other PC. IPCONFIG
shows that it gets IP assigned. Other PCs in the network(P to P) are
working fine: They can see with each other and cat get to internet.
What could be wrong with this particular PC?

Most probably, you should clear the system from malware.

Thanks for your reply. I had run an anti-virus and two kinds of
syp/ad-ware removers. So, I re-installed the system as a last resort.
