Windows XP ICS Problem

I am having difficulty with Windows XP ICS. I have two workstations
connected in a workgroup. Here is what I have done so far:
1. Enabled ICS on the host
2. Configured the client to conntect to the Internet through the host's
connection.
3. Configured DHCP on the client.

After connecting to the Internet with the ICS host, the client was able to
connect to Internet as well. After disconnecting both the client and ICS
host from the Internet, the ICS host was no longer able to ping the client.
Here is what I attempted next:

1. Ran ipconfig on the ICS host
2. The host had now been configured with an APIPA (169.254.x.x ) address.
3. Rebooted the ICS host several times, still no change.
4. Manually configured the ICS host back to 192.168.0.1 with mask
255.255.255.0 and no default gateway. (My understanding is that the ICS host
is not supposed to be configured for DHCP address assignment
5. The now manually configued ICS host still could not ping the client
7. Ran ipconfig on the client
8. Client computer had been assigned an APIPA address through DHCP
10. Tried ipconfig / release and /renew, however the client's IP address
would not change from the APIPA address.
11. Statically configured client with IP address 192.168.0.2/24 dfgwy
192.168.0.1, DNS server: 192.168.0.1
12. Client still would not connect to Internet through ICS host.

13. Based on a post from another thread I downloaded the directions for
static configuration of an ICS client from the following site:

I proceeded as follows:

14. Statically configured client to 192.168.0.10/24 with same dfgw and DSN
server
15. Per instructions at above link, added DSN suffis of MSHOME.NET
16. Added the entry for the client on the ICS host
17. Ran the Networking Connection Wizard again on the ICS host, sharing the
Internet connection
18. Ran the Network Connection wizard on the client to use the shared
connection.

Following all of this I connected the ICS host to Internet; the client was
able to connect to the Internet this time. However, once again, after closing
the connection, the ICS host's IP address reverted to an APIPA address.

20. After statically reconfiguring IP address 192.168.0.1 address on the
ICS host, it could ping the client; however, the client could not connect to
the Internet.

Any ideas? Has anyone experienced long-term success with ICS using dial-up?

BTW both workstations have Norton's Internet Security and Norton installed.
I disabled Norton's Personal Firewall on both workstations; however Window's
firewall is enabled on both.
