When swurfing the net a message appears on some sites,
"Error 403 Forbidden internet explorer"

This error means that you are not authorized to view the site. Contact the
site administrator for instructions on accessing the site.

If you are running SP2, you may be getting an information bar message which
will give you options for viewing the page - eg. allow installation of an
activex control. See:
