Windows XP Pro Domain/Profile Issues

In our office we're running an NT 4.0 Domain with mostly Win98SE clients. We
have a few new laptops and desktops running XP Pro. The issue I'm having is
that every time I log off and back on with any account (Administrator or
user), the "All Programs" menu will not open when clicked or hovered on.

I've found information about fixing/adding Common Start Menu
%ALLUSERSPROFILE%\Start Menu to the
[HKLM\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders]
key, and for the current logon, the all programs meny functions as normal.
But if I log off and back on with the same user or a different user, the All
Programs Menu does not work again. If I go back to the registry, the
%ALLUSERSPROFILE%\Common Start Menu entry that I added is gone.

This only seemed to start after I joined the NT 4 domain. Is there a
setting on the server or on XP that I missed? It seems so simple, yet it's
very frustrating.

Also, I've noticed that XP Creates separate profiles for local logon and
domain logon, I'd really like it to use the same profile. Is this possible?

Any help/information would be much appreciated.
