http service does not work

hi,
can anyone help me with this little mystery?, my admin is limiting the http
login to certain accounts, while the smtp is running at my pc but the http
is not working, so i tried to logon through another account that is allowed
to run http service but ths doe not work so can anybody help ?

or even explain to me why the smtp service works but not http ?

Those http acces limitation are done with the IP adress. So the IP adress of
the computer is the same for every account do you use to log in. You should
consult your network administrator for that. There are different port. Http
is port 80, and SMNP is port 25, and you have restriction to port 80, but not
to 25.
