I have not found an answer to this question.
I upgraded from Win98 to XP Pro. Some time after I boot up and everything
is running, I am no longer able to start programs (this included everything
that I have attempted to date) until I reboot. Then after some time, I get
the same error window when attempting to start a program. It reads "Windows
cannot access the spedified device, path, or file. You may not have the
appropriate permissions to access the item." I have not been able to find
any way to prevent this.
