No you cant go from 98 to XP, 1st you upgrade to W2000 or WNT4.0, then
you can upgrade to XP, CPU must 300MHz + as well. Back up your 98
files you want to keep, then when you upgrade to XP, partion the hard
disk, do this for W2000 as well. file system on 98 is FAT, but for
W2000 & XP its NTFS,
so one system cant open the other. If you dont know how to partition
you will need help, the rest is quite easy.

That's completely false. You can upgrade directly from Windows 98
without a problem.

No, the official minimum is 233MHz. Performance is not likely to
be great with 233MHz, but then it's not likely to be great with
300MHz either.
