Set as Background Image selection GONE

No I had never changed it. I had downloaded a pic and wanted it as my
desktop and noticed it was gone. I am unsure how long the option was
missing.

Try search in my pictures,enter the name,or if nothing shows,select,search
for all files of this type.

some bungelling app (a picture viewer or editor most likely) took over
that file extension and unregistered the default viewer. Or some tweak
deliberatly turned off the Picture and FAX Viewer. There are (fairly old)
tweak sites out there that proclaim that the P&FV is "bad", and should be
disabled (can you say "'Annoyances' can be annoying!"; and often wrong!).
As you found, doing so does more than just disable the viewer; the picture
resizer powertoy stops working too.

Yes. Many of them think it's just a viewer, but it's beyond that and
integrates with the shell.
