Computer reboots w/acc the HD

I have two computers that are rebooting as they access the harddrive on
bootup.
The first one is an emachine. Windows Xp had become corrupt. The system will
not let me resetup Windows, it stops on the Windows is now starting setup.
The harddrive works fine in another computer. I have exchanged the memory
that did not change any thing.

The second one would not boot past the bios. I put a new motherboard,
processor and memory in it. Now it does the same as the first computer.
These computers are each owned by different people in different homes.
The both have a blue screen that flashes so fast that I cannot get the
information from it.

How does system not let you reinstall xp,youre far from that installation at
boot,what does it do...Try,installing xp cd,boot to xp cd(you might need to
set
this in the BIOS-hardware boot priority or similiar),once at info
screen,you can
either/or/and press r for recovery,press enter for password,then type:
CHKDSK C: /R When its thru(10-20 min),type:EXIT Let xp restart.Or at info
screen select,install xp,repair this copy,or new copy,if new,delete the
partition,
create one,then it reformats the hd and installs xp.You might even try at
starting
computer,tap the F8 key,select safe-mode to start xp.

The setup will not load the info window.
