cannot send to DV

Alright, so I connected my Samsung DV camera to my Windows XP Media Center PC
and imported the video with Windows Movie Maker. It didn't import the audio.
I don't care about that now. What I care about is the fact that it won't
let me send the edited video back to my DV camera. I've used both Firewire
and USB and neither of them work. I've made sure I have all of the current
drivers and nothing is working. Please help.

Are you using a European model camera?

I'm fairly new to this, but from what I understand, European DV cameras have
the DV in feature disabled because of the European tax on recording devices
and media. If the camera can record in from the DV interface, it can
potentially record copyright material and must therefore pay the copyright
levy. There are specialist places that can re-enable it for you though.
