How can I capture a single frame as a photo?
How can I get a single image from a video and save it as a jpeg file?

with the video in the collection, go to the frame you want using the preview
monitor controls, and take the snapshot with the icon at the right under the
monitor (in MM2, not MM1)

In Windows Movie Maker you can click the
"Take Picture" button. It looks like a camera
and is just below the view screen.
