Object reference not set to an instance of an object

I have MS.NET Framework 1.1 installed in my WinXP Pro SP2 box.
A dialog saying "Exception: Object reference not set to an instance of
an object" appears when i lauch a program. What initiates the error, my
OS or the program? Could i correct it as an enduser of the program?

Could well be a coding error within the program.

[Happens, when you declare an object to be of a certain type and then try
using it, without first creating a specific instance of it.]
