Windows XP Automaticly shows window after program activity

Hi,
Is there anyway that I can disable the xp feature that causes an
application window to show as active after something in the program
changes? For example, I am typing this topic in IE 6, and if another ie
window or other application refreshes/loads/shows new activity, the
current active window (which is intened to be this window) will change.
Normally, the application window should blink orange in the task bar.
However XP seems to by-pass this and open up the window. (It does not
always do this though. Somethimes it blinks orange, and sometimes
another window becomes active.) I am running XP Home SP2, but this has
been a problem since this computer was purchased. No other versions of
windows (Server 2003 Enterprise, and XP Pro SP1 and SP2) do this, and
this computer has up-to-date anti-spyware, anti-virus, and anti-spam
software. All of which scan the system on a weekly basis, along with
Real-time protection enabled. I've tried looking under the control
panel, but have not been able to find the menu that deals with
application windows.
