Processor Speed

When I open System Properties the processor speed is sometimes reported as
speeds under it's normal 1700GHz i.e. at 598 or 798 GHz on the General tab.
System Information also reports it at the same lower speed.

I have ran Dell's own Diagnostics from boot up and Belarc Advisor, both
report 1700GHz.

Computer seems to be running fine... I don't know how to tell the difference
between a pc running at 598GHz or 1700GHz... I suppose if it ain't broke
don't fix it?

Dell Precision M60
Win XP SP2
Pentium M 1700GHz (Hmmm)
512Mb RAM

Running AVG anti virus, Zone Alarm firewall and run Spybot, Spyware Blaster,
Ad-Aware, Bazooka and MS Antispyware regularly.

Any suggestions why System Properties and System Information report a lower
processor speed?

Isn't the M processor (M for Mobile) capable of running at slower speeds to
conserve power?
