Problem with installshield and windows

I am currently attempting to install some software that utilizes the
InstallShield installer. Whenever I use it, it tells me to complete any
setups before starting a new one and then exits the installer. I have
rebooted, changed user accounts and re-downloaded the file and still get the
same error. I was wondering if there was a way to check if there are some
pending installs on the system?

Here is the dump of the error, btw:

Error Code: -5003 : 0x5
