Can't get to the desktop XP

My son deleted files. So when I stat XP it gets to the point where I click
on my name icon and it starts to load personel setting. It never gets to the
desktop and closes personal setting s and give the screen with the
hiberation, restart or shut off option.
I have tried to reload - (Repair) windows- it goes through all the motions
and looks like it is going to work but when it restarts are "reinstalling"
does the same darn thing.
I am certainly not a computer tech and need a lot of help on this one...

At start-up immediatly tap the F8 key,select,safe-mode with networking,
enter as administrator.In xp,R.click my
computer,properties,advanced,start-up/
recovery,in the os scroll window,the last words should be fast detect,if more
exist or another line exist,edit and delete.
