I have about 25 minutes of photos in my storyboard that show for 5 seconds.
Is there a way to change them all to 4 seconds quickly without changing each
slide?

After you have placed them on timeline/storyboard it requires manual
editing each. There are two alternatives:

1. Export the movie and then bring it in MM again and then apply a
custom speed effect. Search www.windowsmoviemakers.net/forums for custom
speed effects.

2. Change the default duration in Tools->Options->Picture Duration, this
will be used for any more stills that you place to the
timeline/storybaord. It might be easier to just redo the whole show with
this option. See my website for more tricks.
