autochk program not found

I can no longer boot windows xp professional SP2. When I boot I get the
following blue screen of death:

autochk program not found - skipping autocheck

STOP: c000021a {Fatal System Error}
The Session Manager Initialization system process terminated unexpectedly
with a status of 0Xc0000022 (0x00000000 0X00000000).
Sthe system has been shut down.

I ran chkdsk /r in safe mode after booting from OS cd but nothing is wrong
with the filesyste and the problem persists.

I believe the files or the partition is somehow hidden. C:\WINDOWS and
C:\WINDOWS\System32 have permissions 'd-------' and the files in
C:\WINDOWS\SYstem32 have permission '-a------'

I can not rename autochk.exe because access is denied (i assume I am
administrator when in safe mode because I hit return when it asked me for
admin password and it lets me in)

How can I possibly get around this?
