No Security tab

I'm trying to fallow some instructions for fixing a Norton Systemworks
startup error (access denied Drive C), and it shows there is supposed
to be a SECURITY tab under the C Drive Properties Window. I know I ran
into this problem a couple years ago and fixed it, somewhere there's a
check box or something to make this show up, but I can't find it now.
Any ideas?

You need NTFS file system
You also need Simple File Sharing disabled.

How do I disable simple file sharing againg?

Windows HP Home, it is hard wired and you need to go to Safe Mode.
