AutoPlay Help Once and For all?

Hiya.
I am new to the board, but old to Microsofts products.

I am searching for a resolution to a problem on a PC I built for my customer.
I have the same problem as many others on here:
Pop in a CD/DVD, and the green light blinks, then does nothing.

So far Ive heard hardware issues, software issues, service pack issues...etc.

I have tried everything suggested in here, and nothing has worked.
Quick Hardware/OS background:
MS WinXP Home edition, W/SP2
Soyo KT600 Dragon Ultra
2 DVD drives, Sony DDU-1613 and an LG 4163.
Primary IDE and Secondary IDE used.
Both drives show up in the bios, both drives operate great, as long as you
give them a nudge by opening up explorer, or other applications, forcing
Windows to look at the drive.
In My Computer, the drive sometimes shows up with a past title of media, and
does not clear.
I have them set up: LG on Primary IDE Master, Sony on the Secondary IDE
Master (Running a SATA HDD).
I already ran the Regedit tweaks, checked the auto run, have removed DVD
reading software, and to no avail.
I used TweakUI to check the auto play settings, and everything looked normal.
I used the handy-dandy Autofix utility for Autorun offered from microsoft,
which did NOT work. It said there was problems, but the utility could not
find them nor fix them. - good thing it was free......
I have removed the device drivers, and re-installed, but nothing.
I even swapped drives to the same IDE channel, and set them up as
Master/Slave, and still the same result.
I know it worked before the SP2 install, so something got corrupted, is my
feeling.

Is there anyone on the MS side that can help out?
Ive got a $800 problem child here, that I will have to eat the cost on, if I
can't get this going.

To resolve this issue, follow these steps:

1. Start Registry Editor (Regedt32.exe).
[Start > Run and type: REGEDIT , and hit enter]

2. Locate the UpperFilters value under the following key in the registry:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

3. On the Edit menu, click Delete, and then click OK.

4. Locate the LowerFilters value under the same key in the registry:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

5. On the Edit menu, click Delete, and then click OK.

6. Quit Registry Editor.NOTE: After you remove the Upperfilters value and the Lowerfilters value,
if you notice lost functionality in a particular program, such as CD recording software, you may need
to reinstall that software. If the problem recurs, consult with the software vendor for assistance.

7. Restart your computer.
