I am not sure where to finf Fax.msi but this is what I did that fixed
the problem. Saw this response on another site and it worked. Do a
search for the following file HPQTRA08. (3 came up on my search) I
renamed to a TXT file. For example: HPQTRA08.exe is now
HPQTRA08.exe.txt. You can probably just change the name to anything.
I like to keep as similar as possible in case I need to restore.

Then I went to the System Configuration Utility (START >> RUN >>
msconfig) and in the STARTUP tab, unchecked anything that had HPQTRA08
in it. I think it was only 1 line. Anyway, after this I restarted and
got a message saying it had bypassed some startup files, clicked OK or
Close and that did it. Problem has not come up again.
