When I attempt to set up windows firewall a task bar appears that says
"windows firewall setting cannot be displayed because the associated service
is not running. Do you want to start the windows firewall/internet connection
sharing (ICS) service? At this point I click "yes." Thereafter another task
bar appears and says, "Connot start the Windows Firewall/Internet Connection
Sharing (ICS) Service.

Try reinstalling Service Pack 2. I am sure that will fix your issue.

You cannot start the Windows Firewall service in Windows XP Service Pack 2:
