Error 711 Blocking IE6

I have been having a problem where IE6 would open but the header and the
icon in the tool bar are corrupted. The header is truncated and the tool
bar shows a series of ASCI boxes.

After deleting then reloading IE, I now have a situation where I get an
error dialog box, "IE has encountered a problem and needs to close" the one
asking if I want to send it to Microsoft.

The dialog box leads to an error 711 which leads to the remote access
configuration manager. Clicking the Remote Access Connection Manager in
Computer Management, produces an error dialog; "could not start the Remote
Access Connection Manager service on Local Computer. Error 5: Access is
denied" Clicking the dialog "don't send" closes both the dialog and the IE
window.

Now the strange thing is I can access a successful IE window if I do it by
typing the URL into an Explorer window. All other internet and network
services work perfectly; Outlook, MS messenger etc.

I have tried to use Netscape, and it opens but does not function when a URL
is typed.

I have reloaded WinXP twice but the problem remains.

You receive an "Error 711: Cannot load Remote Access Service Connection Manager"
error message when you create a network connection

Thanks Mary,

I followed the fix and now I no longer get the "send message to Microsoft"
dialog box and therefore IE does not automatically close, but I still can't
connect through IE; getting the "page cannot be displayed" dialog and the
ASCII squares in the tool bar IE tab.

Also, Netscape still does not connect, but I can still get to the internet
through an explorer window and every other internet and messaging connection
works.
