Hallo i got a .exe file in .txt format and need to decode this
information to see one thing, is there way to decode it and how.
Also when i want that .txt transform to .exe the .exe start in Dos Mode
and it doesnt start. Can SOmeone explain me!!

an .exe is a compiled file full of hex encoded machine instructions.
Unless your a maths wiz and a machine code nerd and can translate hex
pairs into x86 machine code, theres no point it looking at the file in
ascii text. The only thing you can do with an exe is to reverse compile
it into high level code to see the source.

What are you expecting to find in there?
