Hacker vulnerability while loading startup items

It normal;ly takes 2-3 minutes to boot up completely, and zone alarm
is one of the last things to load. as a precaution i never turn on my
cable modem until zone alarm is running. Is my PC vulnerable during
the startup process, if the modem is on and the computer is connected
to the modem?

Yes.
This is one of the reasons the Windows Firewall is active at an earlier time
than it used to be during the startup process.

This would definitely be a good time to invest in a NAT router. It's not
100% effective, but when used with a software firewall...

or you could just disable your network connection and then re-enable it
when Windows starts. Might be easier than fiddling with your cable
modem.

You can purchase an inexpensive wired router and use it...it will protect
your computer from incoming threats until your firewall has initialized.
CompUSA just recently had a D-Link wired router that was free after rebates.
I personally only use Linksys routers, but any of the name brands will do.
