Memory & HD issue.

Ive got a Dell Dimension 8100 that ive had since new in 2001. My father
is the one who purchased it and when doing so.. jipped the memory
capability (instead of 512mb which would have given the computer better
performance, it has 128mb, not to mention, its RAMBUS). The processor is
a Pentium 4 running @ 1483MHz(1500MHz). It came with Windows Me
installed from which I have upgraded to Windows XP Home a while ago.
The problem is, the computer's memory deficiancy has left it limited on
what I run and what I can put on the harddrive. Ive had to reinstall
WINXP numerous times and have found out that Windows isnt actually
deleting the files off the harddrive, just reinstalling itself around
the harddrives original content. I DESPERATELY NEED ALL FILES ERASED
FROM THE HARDDRIVE but have no way to do so. The format command doesnt
work nor does the DEL command. I have recently installed a slave
harddrive which also needs to be completely deleted.
Anyone care to enlighten me on how to completely erase the harddrives
and how to possibly go about tweaking this machine so I dont have to
pay in excess of $100 for a mem upgrade or new harddrive?
