When I select a restore date the system will not update. After reboot I get
the message that the system could not be restored to date selected, no
changes have been made. The date I selected is a valid date and should have
the necessary update data. Any ideas?

Once system restore gets corrupted there's not much you can do but turn
it off and reboot. This will delete all restore points. Then turn it
back on. See this link for more information:
