DirectX 9.0c

I have Win XP SP2 and Radeon 9200, with the drivers I have installed DirectX
9.0b, but when I trying to install DX 9.0c it says that it's already
installed, but it isn't!

It came with SP2

DirectX 9.0c is a Windows "sub-system" which will allow programs (mostly
games) access the hardware components directly (??). Each video card/sound
card manufacturer should provide a driver which would access the DirectX
9.0c features. If your drivers are only version 9.0b, check and download
the latest 9.0c compatible ones (usually from www.ati.com.)
