Administrator not an administrator?

I've been having wierd problems lately, and I finally got a symptom to start
searching for. My ROXIO Drag-To-Disk application was having a problem, so I
got a utility program from ROXIO called FilePermissions.exe which would
supposedly allow all accounts to access their program. However, even though
I ran the program from an administrator account, it reported that I must be
an administrator to run the program! I even created a brand new
administrator account, and got the same message.
Does anyone have an idea where I can start looking for the cause of this
problem and/or tell me how to re-build my registry without losing all the
information for installed programs (if indeed this might fix the problem)?
