Default User Background

I am creating a default user profile and would like to specify the
background. I have the background image saved in C:\Program
Files\Background\background.jpg and users have Read&execute and Read
permissions for this.

I create a dummy user "default". Log in as Default, set background to that
jpg, and then log out. I copy "Default" to "Default User" in C:\Documents
and Settings. Now when I log in as a different user, it creates the profile
fine, and all the other changes I have made seem to have applied, but the
background is now a blank blue screen. When I right
click>properties>Desktop, it shows the background as 'background' and in the
preview it is the picture, but it is not showing up on the actual desktop.
If then click to a different background and back to 'background', then apply,
it now puts it on.

Any ideas why this would be this way? It sounds like a permission problem
to me...where is the background stored once it is applied as the background?
Perhaps if it is in C:\D&S\default\.... then it would be gone now, or the new
user would not have permissions to see it there?

Any help is very much appreciated.

Well, I'm not sure what the problem is, but it seems to be centered on the
fact that I am using a .jpg for the background image. I converted it to .bmp
and now it works fine.

When you say you can't get to the browser in the display properties, what do
you mean? Are you right clicking on the desktop>Properties>Choose the
Desktop tab> Here you should see a list of the built in wallpapers, Bliss,
Tulips, etc... also there is a "Browse..." button there...this is where you
can browse for other images that you have on your computer.

You say "web image", does this mean you right clicked on a webpage image and
said set as desktop? If so, this is the same effect I believe as doing a
browse for this image.
